Anyone holding a Spanish passport who plans to remain in New Zealand for more than 90 days will need a valid NEW ZEALAND VISA FOR SPANISH CITIZENS. In 2009, New Zealand implemented a visa waiver program that allows citizens of participating countries to visit for up to ninety days with only a New Zealand Electronic Travel Authority (NZeTA) and no need to apply for a visa in their home country. This program includes citizens of Spain. Beginning in July of 2019, citizens of Spain will need an eTA to enter New Zealand.
Prior to departure, any Spanish nationals who plan to visit New Zealand for less than three months are required to get a valid visa that cannot be renewed. To enter New Zealand, travellers must have at least three months left on their passport on the day of departure.
It's just Australian citizens that don't need to apply for a New Zealand ETA, although even Australian permanent residents must (NZeTA).
To apply for a New Zealand visa as a Swedish citizen, you must submit an online application that may be done in much less than five (5) minutes. In order to apply, you must supply your full name, date of birth, email address, and physical address, as well as information from the appropriate page of your passport. The candidate has to be in tip-top shape and have no record of criminal activity.
Once Swedish citizens have paid the New Zealand Electronic Travel Authority's application costs, only then will their eTA applications be processed (NZeTA). Swedish citizens get their NZ eTA through email. If the New Zealand government needs any further documentation from the applicant before accepting their New Zealand Electronic Travel Authority (NZeTA), they will contact them before processing the application.

Effective 1 July 2019, Dutch citizens will need an eTA to enter New Zealand.
Visitors from the Netherlands visiting less than three months in New Zealand are need to obtain a valid NEW ZEALAND VISA FOR NETHERLANDS CITIZENS. This is a required obligation. To enter New Zealand, travellers must have at least three months left on their passport on the day of departure.
